Directing National Action on REDD in the Philippines



CoDe REDD ConsultationBoth state and non-state actors recognize the need for sensitive preparation, genuine consultations and participatory REDD development in the Philippines. REDD, as a climate change mitigation action, is seen to reduce emissions and avoid deforestation. But if not carefully implemented, it may not provide the co-benefits (sustainable development and biodiversity conservation) which are possible and are as equally important as avoided release of carbon resulted in increase global warming.

In a series of recently concluded REDD consultations conducted from April to August 2009, critical issues and concerns are emerging for the development of a national strategy on REDD. CoDe REDD Philippines has also conducted dialogues with the Department of Environment and Natural Resources (DENR) to discuss thematic issues and the basics of a framework leading to the crafting of a National Plan on REDD plus.

Stakeholders have since agreed that the development of a REDD strategy is essential to directing national action on REDD in the Philippines. Though the Philippines may be behind others in preparing its REDD strategy and policy framework, it is expected that a multi-stakeholder, participatory approach can effectively address the multi-faceted elements (scientific, legal, social) of REDD development while building partnerships and ownership over the process at the same time.

This National Strategy Formulation for REDD plus in the Philippines brought together over 30 representatives from various bureaus of the DENR and other line agencies, local government units, scientists, academicians, NGOs, and community members to analyze the hard facts on REDD as well as the capacities for its implementation in the country.
In a 2-day workshop in Bayview Hotel, Manila, participants yielded the initial broad strokes of a draft national REDD strategy which would be able to guide effective, efficient and equitable REDD implementation in the country. A national REDD strategy would be able to provide confidence among REDD developers, REDD fund managers, donors, local governments, civil society members, and communities that the Philippine government is serious in moving forward with REDD.
