ICCA Consortium SEA
The Non-Timber Forest Products – Exchange Programme (NTFP-EP) is an association of 31 members with over 125 partner non-governmental organizations and community-based organizations working with forest-based communities to strengthen their capacity in the sustainable management of natural resources in Cambodia, India, Indonesia, Lao PDR, Malaysia, the Philippines, and Vietnam.
As of August 2025, the ICCA Consortium counts 271 Members, and 483 Honorary members, covering 103 countries.
The ICCA Consortium Members are :
- Indigenous Peoples’ organisations and federations (IPOs)
- Community-based organisations and federations (CBOs)
- Civil society organisations working closely with indigenous peoples (IPs) and local communities (LCs)
The Regional Coordinator is a Professional Service Contract available to Southeast Asia-based applicants only. Fee is Php 60,000-63,000.00 gross per month commensurate to qualifications. The Regional Coordinator reports to the Regional Council and day to day coordinates with the NTFP-EP Asia Executive Director and leads the ICCA Consortium Southeast Asia coordination team and national focal points. The appointment of the Regional Coordinator is confirmed by the Selection committee that involves the regional council and the NTFP-EP Asia executive director.
Duty station is at the NTFP-EP Asia Quezon City office, which operates on a compressed work week from Mondays to Thursdays but with travel to project areas from time to time.

Qualifications
- 3-5 years of work on coordination, biodiversity conservation, Indigenous Peoples rights and/or policy advocacy
- Good understanding of the Indigenous Peoples (IP) rights and issues
- From Cambodia, Indonesia, Malaysia, Philippines or Vietnam
- Preferably from an Indigenous Peoples’ group or community
- Excellent facilitation and communication skills (written and oral)
- Preferably can speak good level of English as the position needs coordinating at global and regional levels
- Experience in project management, including project development, donor relations and proposal writing, budget management and workplan development and implementation
- Familiar or have previous experience working with the ICCA Consortium (preferred)
- Previous experience in organizing global or regional events
DUTIES AND RESPONSIBILITIES:
A. MAJOR RESPONSIBILITIES
The Regional Coordinator, will work closely with the NTFP-EP Executive Director on day to day tasks but will be advised and work closely with the Regional Council on key decisions and plans implemented according to the ICCA Consortium’s regional strategy. The Regional Coordinator is guided by the ICCA SEA regional strategic action plan approved by the Regional Assembly according to the governing rules of the ICCA Consortium, and an agreed workplan among the coordination team members and presented for approval to the Regional Council.
The Regional Coordinator leads the coordination team and secretariat in Southeast Asia and as such is responsible to coordinate and communicate closely with the coordination team members to ensure that the annual workplan and targets are reached. The Coordination team is comprised of the Policy and Advocacy Coordinator, Program Associate, and other NTFP EP program staff that provides support such as the CKMO/Associate, and Admin & Finance staff.
The Coordinator reports to the Regional Council, and provides membership support oversight through the Country Focal Points,
The Regional Coordinator, together with the Regional Coordination Team, will undertake the following specific responsibilities in the Southeast Asia region. These functions will be adapted to the agreed regional priorities in an annual strategic action plan and any adjustments that may ensue through the course of the year. The workplan of the Regional Coordinator is endorsed by the NTFP-EP Asia Executive Director and the ICCA Consortium Global Coordinator.
SEA REPRESENTATION TO THE ICCA CONSORTIUM
- Serve as an “ambassador” for ICCA territories of life in Southeast Asia, the Members and secretariat, upholding the vision, mission, principles and values of the association at all times.
- Take an active role in the process of regionalization, and its implementation program.
- Contribute to shared understanding of ICCAs territories of life in the region, help establish links with their governing communities and continue to develop a list of (potential) ICCAs territories of life in Southeast Asia.
- Participate in ICCA Consortium events national to global as the need arises and as requested by Members and the Council.
MEMBERSHIP & NETWORK SUPPORT & COORDINATION
- Support Members to facilitate self-strengthening processes in ICCAs territories of life
- Effectively communicate with existing Members and potential new Members – highlight areas where organisations can work together and benefit from synergies; share information about plans and activities in the region; encourage discussion of key areas of interest; and share information on funding sources and available grants. Having Country Focal Points will ease the communication flow and coordination with country members.
- Together with designated advocacy and communications support for the regional ICCA Consortium, prepare quarterly Snapshots, which are shared to the ICCA Consortium secretariat and contains updates from members and partners of ICCA work in the region and other relevant news and information. Facilitate submissions of the regional coordination team and other members for the regular NewsFlash of the ICCA Consortium.
- Contribute to creative and effective communications and peer learning about ICCAs territories of life, including through presentations, webinars, events, publications, etc.
- Assist with the identification of possible new Members and Honorary members and with their applications and nominations (respectively) as appropriate, including facilitating discussions amongst the membership in the region and responding to requests for clarifications from the Membership Committee.
- Support the development of networks of ICCAs territories of life at the national levels and support them to analyse their national situations, plan for action and advocate for appropriate change in policy, law and practice.
- Support the development of regional learning networks and help organise regional exchanges and regional assemblies.
- Collaborate with relevant donor or partner offices that support the ICCA Consortium Southeast Asia strategic work programme and specific projects.
- Identify and engage with focal points in all countries and nourish effective strategic/joint planning and collaboration. Organize bi-monthly Consortium members (or quarterly) calls and/or information webinars among ICCA Consortium members in Southeast Asia as a way of making it functional as a community of practice including topics they are interested to learn about.
- Support Members in the establishment and effective functioning of a peer-review and peer support process for documentation and national and/or international registration of ICCAs territories of life.
- Contribute to the ICCA Consortium’s international policy work (sharing information providing inputs to international strategies, plans and activities, etc.) and support the Policy Advocacy Coordinator.
- Fundraise effectively to support the national and regional plans, including by sharing funding opportunities with Members, assisting in proposal development with Members, and contributing to joint funding proposals with the global Secretariat. Organize consultations and consolidate inputs for funding proposals for the regional network and/or Members.
PROJECT MANAGEMENT
- Oversees the implementation of project agreements to support the ICCA Consortium SEA workplan namely the support from Full Circle Foundation / Anonymous and the ICCA Consortium Global through the Rockefeller Philanthropy Advisors. The Regional Coordinator shall coordinate and ensure the fulfilment of project and donor monitoring and reporting requirements.
- Coordinate new projects and/ or secure and assign appropriate project management arrangements including inception activities for new projects including project onboarding etc.
- Participate in NTFP-EP Asia program management activities (including Program Meetings, Quarterly Staff Meetings, Annual Reflection and Project Coordination Meeting) to ensure synergy and appropriate and effective internal coordination and communication.
- Supervise the Program Associate and other staff or consultants and ensure they are performing and contributing effectively towards the achievement of the ICCA SEA workplan and regional strategy.
