Programme Officer for Community-based Conservation (CBC)

NTFP-EP Asia is hiring a PROGRAMME OFFICER who will provide thematic program management and over-all coordination of regional and project activities under the Community-Based Conservation (CBC) thematic program.

NTFP-EP Asia is an association of 25 members with over 100 partner non-governmental organizations and community-based organizations working with forest-based communities to strengthen their capacity in the sustainable management of natural resources in Cambodia, India, Indonesia, Malaysia, the Philippines, and Vietnam.

This is a full-time work with maximum 6-month probation. Salary range is PhP 45,000 to PhP 55,000 gross per month with basic benefits and commensurate to qualifications. Desired start for this post is before 30 May 2024.

Duty station is at NTFP-EP Asia Quezon City office with occasional travels in the region. NTFP-EP operates on a compressed work week from Mondays to Thursdays.

QUALIFICATIONS:

  1. At least 5 years in a project management position including budget management in community-based conservation/ environment/resource management related projects (locally or with regional / international experience a plus)
  2. A university degree on any of the following: forestry/social forestry, biodiversity, environment, conservation, biology, ethnobotany, and related fields with knowledge and practice of participatory /community-based development approaches and traditional ecological knowledge/ indigenous knowledge themes along these fields of study. 
  3. At least three (3) years field experience working on specific community-based projects in the biodiversity conservation and resource management themes. 
  4. Strong understanding of Indigenous peoples (IP) and local communities (LC) issues particularly linkages between culture, biodiversity and conservation. 
  5. Excellent writing, coordination, negotiation, facilitation and communication skills 
  6. Fluency in English (written and oral); proficiency in other Southeast Asian languages a plus. 
  7. Experience in organizing network events and exchanges

COORDINATES WITH: Operations Director, Finance Coordinator, All NTFP-EP Asia staff, Country Facilitators/ Coordinators/ Directors, ICCA Consortium Regional Coordinator for Southeast Asia, Advocacy Coordinator -ICCA Consortium Southeast Asia, ICCA Regional Council, advisers, consultants, partners
DUTIES AND RESPONSIBILITIES:  Each Employee’s duties and responsibilities contribute towards the attainment of the Vision, Mission, and Goals of NTFP-EP. This includes providing proactive support and working in cooperation with partners, including those from the marginalized sectors, the indigenous peoples and local communities (IPLCs), women and youth – in the different country networks and in various capacities.

Job Summary:  The Programme Officer provides thematic program management and over-all coordination of regional and project activities under the Community-Based Conservation (CBC) thematic program. H/She ensures that all the thematic program goals, target outcomes, and project objectives are met in accordance with donor requirements and aligned with the NTFP-EP 10-year regional strategy. She prepares annual thematic program operational plans and budget, and monitors the program and the various CBC projects within the program, including the coordination of the key networks under the CBC program including the Madhu Duniya Network.

The Programme Officer is also a member of the regional coordination team/secretariat of the ICCA Consortium in Southeast Asia where h/she will perform backstopping functions. As part of being a staff member of NTFP-EP Asia that hosts the secretariat (or as the regional coordination hub), h/she ensures that the team is well supported by NTFP-EP Asia in terms of technical and operational aspects.

The specific responsibilities are:
1. Manages the Swedish Society for Nature Conservation (SSNC) project and as such prepares and tracks specific sub-agreements and their project deliverables and financial targets as well as coordinates with the country focal points and partners on their respective project deliverables, as well as with the finance team on over-all project budget and expense tracking. The PO leads in the preparation and submission of timely project reports.
2. Supports the ICCA regional coordinator in the  Full Circle Foundation (FCF – Anonymous) project management particularly backstopping and monitoring specific project activities within the FCF project and as such prepares and tracks specific project deliverables and financial targets as well as coordinates with the ICCA country focal points and partners on their respective project deliverables; The PO shall provide the necessary reporting and finance inputs on the project activities that h/she are assigned,  to the ICCA regional coordinator – who over-all manages the project / grant.  May fill in in liaising with the donor as needed.
3. Staffs the IIED Nurture Nature agrobiodiversity research and networking project on behalf of NTFP-EP Asia and supports the Executive Director in over-all project management, backstopping the Philippines agrobiodiversity research component, and the activities pertaining to research networking and monitoring and evaluation in the project. 
4. As a member of the ICCA coordination team/ secretariat, provides technical and coordination support to the ICCA implementation plan and its regular governance processes such as regional council meetings, Regional Assembly and various exchange and advocacy activities. From time to time the PO will also be engaged in the global secretariat/ Asia-Pacific activities and various processes. 
5. Leads in the CBC program’s knowledge exchange, cross-country/peer to peer learning, and field demonstration activities and supports NTFP-EP country programs and partners’ CBC/ICCA activities where needed such as facilitation of trainings, exchanges, related advocacies, research, knowledge management and learning activities implemented through the various projects;
6. Leads in the communication and visibility efforts of the CBC thematic program and its networks and contributes generally to the communication and visibility of NTFP-EP, including but not limited to representing CBC program in regional/international events, commissioning or coordinating CBC publications, films and other educational and promotional materials for media/social media related to the conservation themes;
7. Assists in the preparation of funding proposals with conservation and ICCA themes; and contributes to the development of other strategic and collaborative proposals with and among partners when and if possible/suitable/appropriate.
8. Assists in the preparation of other related donor and institutional reports other than donors to which he/she is assigned especially if there are cross-thematic activities and that requires CBC/ICCA inputs;
9. Assists partners in capacity building on project/program development and project proposal writing (including providing input in planning, implementation, monitoring and evaluation mechanisms); 
10. Performs secretariat duties for the NTFP-EP Research Committee, the Madhu Duniya network, and other related networks being convened/led/participated in by NTFP-EP;
11. Assists in PRSGF grant reviews, especially on CBC/ICCA related applications;
12. Performs other regular staff duties and program management responsibilities and participation in NTFP-EP planning, monitoring, evaluation, and learning, and gender mainstreaming processes;
13. Supervises support staff and intern/s and consultants who may be involved in the CBC/ICCA thematic programs and projects/initiatives;
14. Performs other tasks and backstops other projects related to her job designation and which corresponds to his/her capacity, as may be assigned by the supervisor or the Executive Director from time to time, including any requested support to NTFP-EP Members and/or special projects.
