Programme Officer for Pastor Rice Small Grants Fund (PRSGF)

NTFP-EP Asia is hiring a PROGRAMME OFFICER (PO) who will provide thematic program support to Pastor Rice Small Grants Fund (PRSGF). The PO will take charge of grants administration, grantee network coordination, and data and knowledge management. 

This is a full-time work with maximum 6-month probation.Salary range is PhP 39,000 to PhP 44,000 gross per month with basic benefits and commensurate to qualifications. Desired start for this post is before 15 July 2024. 

Duty station is at NTFP-EP Asia Quezon City office with occasional travels in the region. NTFP-EP operates on a compressed work week from Mondays to Thursdays. 

NTFP-EP Asia is an association of 25 members with over 100 partner non-governmental organizations and community-based organizations working with forest-based communities to strengthen their capacity in the sustainable management of natural resources in Cambodia, India, Indonesia, Malaysia, the Philippines, and Vietnam.

QUALIFICATIONS: 

  1. A university degree on any of the following courses: social sciences, community development, forestry, or any related field 
  1. Excellent communication skills, writing, coordination, and facilitation 
  1. Fluency in English (written and oral); proficiency in other Southeast Asian languages a plus 
  1. Strong understanding of Indigenous peoples (IP) and local communities (LC) issues particularly linkages between culture, biodiversity and conservation 
  1. Preferably with work experience in a regional/ international development organization, non-governmental organization or civil society organization 
  1. With strong interpersonal skills, able to work in a multicultural environment and a team player 
  1. Willing to travel and flexible 

Job description

JOB TITLE: Programme Officer (PRSGF)

REPORTS DIRECTLY TO: Programme Coordinator – GCAV/PRSGF

COORDINATES WITH: Executive Director, Operations Director, Finance Coordinator, All concerned NTFP-EP Asia staff, consultants and partners

DUTIES AND RESPONSIBILITIES: Each Employee’s duties and responsibilities contribute towards the attainment of the Vision, Mission, and Goals of NTFP-EP. This includes providing proactive support and working in cooperation with partners, including those from the marginalized sectors – indigenous peoples and local communities including women and youth – in the different country networks and in various capacities. Working under one of the thematic areas of NTFP-EP Asia’s Strategic Direction, Gender-Equal Community Agency and Voice (GCAV) and supporting the facilitation of NTFP-EP Asia’s small grants facility called Pastor Rice Small Grants Fund (PRSGF), the programme officer (PO) will help ensure that outcomes and outputs under this strategy are properly aligned and implemented. In particular, s/he will support the programme coordinator through grants administration, grantee network coordination and data and knowledge management.

  1. PRSGF Administration: (a) Lead in the administrative processing of PRSGF applications; (b) Point of contact for PRSGF applicants and grantee partners; (c) Monitor the progress of grantee projects, including reporting deadlines and corresponding payments (RFPs); (d) Assist in manualizing NTFP-EP Asia’s grant system, including guidelines, processes and tools, for effective and well-guided facilitation
  2. Capacity strengthening: (a) Organize learning exchanges, fora and workshops deemed necessary by NTFP-EP Asia and grantee partners; (b) Provide support during capacity-building activities needed and relevant to grantees and other partners.
  3. Advocacy and networking: (a) Lead in coordinating the following networks for NTFP-EP Asia (PRSGF Grantee network both past and current); (b) Support NTFP-EP Asia lead in the following networks (Project-based networks, for e.g. GAGGA, GLA, ICCA); (c) Engage in a broad network of organizations to learn and share strategies and approaches to promote PRSGF, in the context of IPLC-WY defense of their land, territory, and environment.
  4. Data and Knowledge Management: (a) Prepare PRSGF reports for NTFP-EP Asia annual report and other project reports, like for the GLA, GAGGA and other projects; (b) Assist in research data presentation relevant for PRSGF grantee partners and donors and other organizations.
  5. Organizational development: (a) Contribute to organizational development/activities; (b) Assist in image-building and promotional efforts of PRSGF; (c) Represent NTFP-EP Asia in relevant fora or webinars for learning exchange; (d) Conducts other activities related to her expertise as assigned by her supervisor.
