Regional Coordinator for the Southeast Asia ICCA Consortium

NTFP-EP Asia is a membership network with over 100 partner non-governmental organizations and community-based organizations working with forest-based communities to strengthen their capacity in the sustainable management of natural resources in the Philippines, India, Indonesia, Malaysia, Vietnam, and Cambodia.

PROJECT: The Southeast Asia ICCA Consortium is a membership civil society organization composed of more than 200 organization members and almost 500 honorary members. Location:  Home based, with international travels as needed

Qualifications

  1. Good understanding of the Indigenous peoples (IP) and local communities (LC) issues
  2. From any country in the Southeast Asia
  3. Preferably from an Indigenous peoples’ group
  4. Excellent facilitation and communication skills (written and oral)
  5. Preferably fluent in English, as the position requires coordination at global and regional levels
  6. Experience in project management, including project development and proposal writing, budget management and workplan development and implementation
  7. Familiar with or have previous experience working with the ICCA Consortium (desirable)
  8. Previous experience in organizing global or regional events

Responsibilities

Guided by an agreed workplan and the strategic plan of the regional assembly and the governing rules of the ICCA Consortium, the Regional Coordinator, together with the Regional Coordination Team, will undertake the following general responsibilities in their region. These functions will be adapted to regional priorities in an annual action plan agreed with the Global Coordinator and Programme Manager.

Based on the general scope of work above, the Regional Coordinator, will work closely with the NTFP-EP Executive Director on day-to-day tasks but will work with the Regional Council on key decisions. He/she will also coordinate and communicate closely with the other NTFP-EP programme staff, the Regional Council members, Country Focal Points, and ICCA Consortium current and future members in Southeast Asia in performing their tasks according to an agreed regional workplan and targets.

This is full-time position with a monthly salary offer of PHP 40,000 to PHP 60,000 (USD700 – USD 1,000) depending on the qualifications of the applicant.

NTFP-EP Asia operates on a compressed work week from Mondays to Thursdays. Domestic and/or international travel may be required from time to time.

Terms of Reference

Position Title: Regional Coordinator for the Southeast Asia ICCA Consortium
Reports to: Executive Director, NTFP EP Asia
Validity: One year, renewable upon availability of fund

Major Responsibilities

Guided by an agreed workplan and the strategic plan of the regional assembly and the governing rules of the ICCA Consortium, the Regional Coordinator, together with the Regional Coordination Team, will undertake the following general responsibilities in their region. These functions will be adapted to regional priorities in an annual action plan agreed with the Global Coordinator and Programme Manager.

  1. Function as lead of the coordinating team, within the NTFP-EP’s scope of work as Regional Hub in Southeast Asia.
  2. Serve as an “ambassador” for ICCA territories of life, the ICCA Consortium and its Members, upholding the vision, mission, principles and values of the association at all times.
  3. Take an active role in the process of regionalization, and its implementation program.
  4.  Contribute to shared understanding of ICCAs territories of life in the region, help establish links with their governing communities and continue to develop a list of (potential) ICCAs territories of life.
  5. Support Members to facilitate self-strengthening processes in ICCAs territories of life.
  6. Effectively communicate with existing Members and potential new Members – highlight areas where organisations can work together and benefit from synergies; share information about plans and activities in the region; encourage discussion of key areas of interest; and share information on funding sources and available grants.
  7. Contribute to creative and effective communications and peer learning about ICCAs territories of life, including through presentations, webinars, events, publications, etc.
  8. Assist with the identification of possible new Members and Honorary members and with their applications and nominations (respectively) as appropriate, including facilitating discussions amongst the membership in the region and responding to requests for clarifications from the Membership Committee.
  9. Support the development of networks of ICCAs territories of life at the national levels and support them to analyse their national situations, plan for action and advocate for appropriate change in policy, law and practice.
  10. Support the development of regional learning networks and help organise regional exchanges and regional assemblies.
  11. Collaborate with relevant GEF SGP offices and Global Support Initiative for ICCAs (GSI) National Catalytic Organisations towards the effective delivery of the GSI in all priority countries, where appropriate.
  12. Identify and engage with focal points in all countries and nourish effective strategic/joint planning and collaboration.
  13. Support Members in the establishment and effective functioning of a peer-review and peer support process for documentation and national and/or international registration of ICCAs territories of life.
  14. Contribute to the ICCA Consortium’s international policy work (sharing information providing inputs to international strategies, plans and activities, etc.).
  15. Fundraise effectively to support the national and regional plans, including by sharing funding opportunities with Members, assisting in proposal development with Members, and contributing to joint funding proposals with the global Secretariat.

Additional Functions

Further to his/her contributions and role within the major responsibilities above, the Consultant will perform the following specific functions:

  1. Serve as over-all project Coordinator for the WWF Sweden Voices for Diversity project funding to NTFP-EP Asia and coordinate project reporting and monitoring.
  2. Contribute to the NTFP-EP Asia Community based Conservation thematic programme annual workplan particularly its ICCA components and work targets and outcomes; as such engages in the implementation of the ICCA component activities and the corresponding reporting requirements.
  3. Organize bi-monthly (or quarterly) calls and/or information webinars among ICCA Consortium members in Southeast Asia as a way of making it functional as a community of practice including topics they are interested to learn about.
  4. Together with designated advocacy and communications support for the regional ICCA Consortium, prepare quarterly Snapshots, which are shared to the ICCA Consortium secretariat and contains updates from members and partners of ICCA work in the region and other relevant news and information. Facilitate submissions of the regional coordination team and other members for the regular NewsFlash of the ICCA Consortium.
  5. Participate in ICCA Consortium events for NTFP-EP Asia and the regional network.
  6. Organize consultations and consolidate inputs for funding proposals for the regional network and/or Members.
  7. Mobilize technical and funding support and capacity building opportunities for Members.
  8. Nominate new members to the ICCA consortium and support the ICCA consortium secretariat in membership monitoring in the region
  9. Organize the ICCA regional assembly, regional council meetings and mobilize the regionalization process
  10. Coordinate other agreed tasks and deliverables, with the Regional Council and members.
