Background and Rationale

  • The ASSERT CBFM in NDCs Project is a two-year collaborative project of Non-Timber Forest Products-Exchange Programme (NTFP-EP) and the Department of Environment and Natural Resources-Forest Management Bureau. Its goal is to assess, engage, and recognize CBFM and its contributions to climate change mitigation and adaptation. To this end, the project will convene CBFM partners particularly in Sierra Madre and Palawan landscapes, and assess their current knowledge and capacity on NDCs and ecosystem-based adaptation practices. Based on the assessment, CBFM partners will then undergo a series of trainings to help strengthen their adaptive capacity and develop a deeper understanding of climate change. Community-based pilot projects will also be conducted to document the contributions of CBFM to NDCs, focusing on forest protection, sustainable livelihoods, benefit sharing and governance, and adaptive capacity and resilience.  A sound policy environment for CBFM is also envisaged through the project. This can be achieved through a three-pronged approach – document, mainstream, and adopt. First is to document the learnings and policy recommendation on how CBFM can contribute to the NDCs; second, mainstream the results of CBFM assessment into the agenda of CBFM National Working Group; and lastly, adopt and elevate the recommendations from the landscape-level learning and knowledge exchange groups to key national and regional discussions.  
  • The COVID-19 pandemic, notwithstanding its overwhelming impact, has inspired the project to constantly explore viable options to disseminate knowledge and communication materials necessary for blended learning. Currently, the project is in the process of developing these materials intended for offline and online use. These materials include research reports/case studies, key statements and policy briefs, training modules, post-activity reports, slide presentations, activity posters, project updates/newsletter, project brochure, photo documentation, and other promotional materials.
  • In developing these materials, NTFP-EP Asia desires to engage an external consultant to provide graphic and layout design services for a period of two months (September to October 2020).

Objective and Scope of Work

The objective of this consultancy work is to produce high quality and visually effectively knowledge and communication materials.

Specifically, the external consultant is expected to produce the following:

  • Project logo with complete logo branding guide;
  • Project document templates for research reports/case studies (cover design and body layout), key statements and policy briefs, training modules, slide presentations, post-activity reports, and certificates;
  • Templates for online posting (website and social media pages), i.e. activity posters, projects updates/newsletter, and photo documentation template;
  • Project brochure (bi-fold, back-to-back); and
  • Report layout of the Situational Study Executive Summary (one page).

The responsibility of the external consultant will therefore be:

  • Graphic designing and editing;
  • Photo editing;
  • Document layout designing (online and printed versions); and
  • Coordination with the project focal person.

Consultancy Period

The production of the knowledge and communication materials will take place from mid-September towards the end of October 2020 for approximately 30 working days.

Terms of Payment

The fee and the exact terms of payment will be negotiated with the external consultant before signing the contract.

  • Has outstanding graphic design and editing skills;
    • Skilled in the usage of graphic design tools, such as InDesign, Photoshop, Corel Draw, etc.;
    • Has at least three years of experience carrying out similar projects;

    • Experienced in producing knowledge and communication materials for non-government organizations; and
    • Has the ability to work without direct supervision and meet tight deadlines.

THE POSITION: 

The applicant should have a working knowledge on community conservation, indigenous peoples and non-timber forest products and adept at communications and coordination, including research assistance and support to events in various platform. Responsibilities

  1. Providing assistance to the creation of a pollen atlas for Asian native bees
  2. Backstopping the Madhu Duniya Secretariat for work related to forest honey and other knowledge exchange and capacity building activities of the network
  3. Assisting in the creation of the participatory resource monitoring tool kit
  4. Conducting data-gathering through interviews and secondary-data review
  5. Literature review on community-based conservation related themes such as, but not limited to, participatory resource monitoring and sustainable harvest protocols
  6. Writing reports and assisting in documentation
  7. Contributing content on community-based conservation for NTFP-EP’s website and/or social media channels
  8. Attending talks, meetings and webinars related to community-based conservation
  9. Coordination with partners and stakeholders of the NTFP-EP network;

Qualifications and skills

  • Current course of study or has ample background in forestry, environmental or social science, development communication, community development, or related fields/discipline

POSITION:Project Officer

PROJECT:Assessing, engaging, and recognizing Community Based Forest Management towards Nationally Determined Contributions in the Philippines (ASSERT CBFM)

SALARY:PHP30,000 to 34,000 (gross) based on experience with corresponding government-mandated benefits.

BACKGROUND
ASSERT CBFM is a two-year project developed by NTFP-EP in collaboration with the Forest Management Bureau – Department of Environment and Natural Resources and members of the National Working Group on CBFM, and will be implemented from November 2019 until December 2021. The overall objective of the project is to assess, engage and recognize Community Based Forest Management (CBFM) towards Nationally Determined Contributions (NDCs) in the Philippines. Main project areas include Lower and Upper Sierra Madre and Palawan landscapes, including several activities to be conducted at the national level.

SCOPE OF WORK
NTFP-EP is looking for one (1) Project Officer, who will be based in Quezon City, Philippines to oversee and coordinate the quality and timely implementation of the project and activities funded by Forest Foundation Philippines. The work plan agreed upon between NTFP-EP and the Forest Foundation determines the nature of the project and the activities to be implemented.

Specifically, the Project Officer is responsible to:

  • Ensure timely and effective oversight of the project and implementation of all activities listed in the agreed work plan in accordance with the grant agreement signed by NTFP-EP and Forest Foundation Philippines and the policies of NTFP-EP as a whole;
  • Develop TORs and recruiting project consultants as needed to conduct work on specific activities and objectives set forth in the work plan, and monitor consultants deliverables accordingly;
  • Coordinate with NTFP-EP staff, consultants contracted under the project and partners to work on the activities and objectives listed in the work plan, and ensuring that their work is conducted in a timely manner and hold high quality;
  • Review all deliverables and reports to be submitted NTFP-EP prior and prior to Forest Foundation;
  • Ensure accurate and timely submission of quarterly and annual activity progress reports, and financial reports in coordination with the project finance and administrative officers based on the agreed reportorial requirements signed under the grant agreement;
  • Collect data and conduct monitoring and evaluation activities based on the monitoring and evaluation framework developed with participation of project partners and stakeholders where relevant;
  • Monitor project funds, prepare project disbursements according to the workplan and liaise with partners and Forest Foundation Philippines on budgetary changes if required;
  • Adhere to established project operating arrangements for financial management and accountability, including ensuring all supporting documents are maintained and an orderly filing system is in place in coordination with NTFP-EP administrative and finance staff and of partners. Together with the project team members, participate in relevant advocacy and policy dialogues with partners and key stakeholders;
  • Coordinate with partners and stakeholders;
  • Any other tasks deemed necessary to achieve the project objectives in accordance to the grant agreement signed by NTFP-EP and Forest Foundation Philippines.

PROJECT DURATION AND WORK ARRANGEMENTS
The Project Officer shall directly coordinate with the Executive Director of NTFP-EP and will be contracted full-time at the earliest from December 2019 to December 2021 (two years) with annual renewal of the contract based on performance evaluation.

QUALIFICATIONS
A. Competencies

  • Proven ability to coordinate and manage complex project work, exercise sound judgment, strategic thinking, with
  • Proven ability in report writing, synthesis, monitoring and evaluation of projects and activities;
  • Proven ability to produce high quality outputs in a timely manner in accordance with the requirements of the donor agency/organization;
  • Proven ability of working with various stakeholders such as communities, civil society organizations, local government units, national government agencies, and the academe;
  • Culturally and gender sensitive

B. Required Experience, Skills, and Education

  • University degree in Forestry, Environmental or Social Sciences, Development Communication, Community Development or related fields/discipline;
  • With relevant, proven experience and work (minimum of 3 to 5 years) on forestry, community/social forestry, natural resources management, climate change adaptation, sustainable livelihoods, and community development;
  • Proven experience in project management, reporting, monitoring and evaluation;
  • Experience in coordinating and implementation of climate change, development related projects;
  • Experience working with various stakeholders such as communities, civil society organizations, local government units, national government agencies, and the academe;
  • Experience with partnership/network building, advocacy and policy dialogue at the local and national level;
  • With strong ability to communicate (written and oral) in English;
