THE POSITION

The Finance Coordinator is a senior member of the Asia operations management team who will supervise a team of three staff and coordinate with other finance counterparts, managers and partners in other countries. Duty station is in Quezon City with occasional domestic and international travels, once travels are no longer restricted.

QUALIFICATIONS:

  1. A university degree in Finance or any related field and a Certified Public Accountant (CPA), an advantage;
  2. At least 8 years work experience on accounting, financial recording, and other financial systems (with good working knowledge of QuickBooks required);
  3. At least 5 years work experience in multi-donor/multi-project fund management, budgeting, monitoring and reporting to donors;
  4. Knowledge of Philippine NGO organizational financial management, practices and taxes a strong advantage.

DUTIES AND RESPONSIBILITIES

The Finance Coordinator works closely with the Executive Director, Board Treasurer and the Operations Director, takes the lead in the preparation and monitoring of the organizational budget, and oversees the financial controls and preparation of the organizational report on all NTFP-EP Asia funds. S/he ensures compliance with financial integrity and internal controls at all times within the Organization.

  • Financial Budgeting
  1. Initiates the annual operating budgeting process of NTFP-EP Asia every August for the following year.  This will be in coordination with the Operations Director and Executive Director for the final approval by the Board of Trustees;
  2. Assists in developing operating budgets for the regional programs of NTFP-EP Asia in coordination with the Regional Management Team (i.e. Executive Director, Operations Director, Country Directors/Facilitators) and Program Officers.
  3. Reviews, analyzes, and verifies budgets submitted by country facilitators, program officers (or thematic coordinators) and staff ensuring balance between project funds and estimated expenses; and,
  4. Supports in the multiyear budget project projection for NTFP-EP Asia, highlighting also recommendations to build up sufficient annual reserves for the organization.
  • Financial Monitoring and Internal Controls
  1. Monitors expenditures of all programs and projects based on the submitted budget as well as availability of funds on a monthly basis;
  2. Checks quarterly cash flow projections to ensure that there is enough cash to implement activities;
  3. Certifies accuracy of requests for disbursement, check and journal vouchers, ensures that they are properly documented in accordance with approved budget line items, and summarized for easy review by the appropriate signatories;
  4. Certifies accuracy of recorded transactions in the computerized accounting system, ensuring that they are in accordance with approved budget line items; and,
  5. Checks the monthly financial reports, banks reconciliations, balance sheet reports and project variance reports.
  • Financial Reporting
  1. Helps generate and ensure timely submission of accurate financial reports and audits with management letters to project funders;
  2. Ensures accounting systems are maintained in accordance with generally accepted accounting principles;
  3. Implements financial controls, policies and procedures, and reports to management any discrepancy, irregularity and errors in financial transactions;
  4. Generates the annual consolidated financial statement of the NTFP-EP Asia; ensures the completeness and accuracy of financial documents for presentation to the auditor, liaises with the auditor on behalf of the NTFP-EP Asia, and ensures its timely submission with the relevant government entities;
  5. Generates and analyzes monthly and quarterly consolidated financial statements for NTFP-EP Asia for submission to the Treasurer and the Chairperson; and,
  6. Prepares the necessary financial reports for the NTFP-EP Asia Board of Trustees.
  • Financial Management
  1. Ensures that the office complies with government laws including timely payment of taxes and other government-mandated staff benefits and assists the Finance Assistant in the computation of taxes and benefits;
  2. Assists in the updating of the finance section of the NTFP-EP Asia Manual of Operations;
  3. Liaises with the bank on matters related to the bank accounts of the NTFP-EP Asia;
  4. Acts as the payroll master for the NTFP EP Asia;
  5. Supervises and provides guidance to the finance staff in the regional office;
  6. Provides guidance and support to finance units in country networks as needed, particularly in the Cambodia branch office, which may include internal audits;
  7. Leads in developing the capacities of the finance staff; and,
  8. Ensures that NTFP-EP Asia has tax exempt certification.

Overall Project Management

The Project Coordinator (PC) is to represent NTFP-EP in all aspects related to the project, except in the Steering Committee where NTFP-EP will be represented by higher management. This will include internal and external coordination, HR management, financial management and control, and reporting and planning.

B. Responsibilities for each Thematic Program:

Tenure Rights & Governance (TRG)Community-Based Conservation (CBC) and Indigenous Food and Health (IFH)
Provide support to the Tenure Rights & Governance (TRG) projects particularly the Mekong Region Land Governance (MRLG), ASSERT Community-Based Forest Management (CBFM) in Nationally-Determined Contributions (NDCs) and Green Livelihoods Alliance (GLA) projects.

Backstop the NTFP-EP Asia TRG staff in the following: training/capacity building activities, communication and knowledge management activities planned within the scope of the active projects

Assist in content development of the ASSERT CBFM / SULONG CBFM social media page and related web contributions for the TRG theme

Write monthly reports & assist in documentation of TRG meetings & activities

Contribute content on TRG & its projects for the NTFP-EP’s website &/or social media channels or group pages administered, eg. SULONG CBFM

Attend talks, meetings & webinars related to TRG, climate change & NDCs;

Support coordination with partners and stakeholders of the NTFP-EP network, CBFM POs in the Philippines particularly the Palawan & Sierra Madre landscapes, CSO Forum & others

Perform any other tasks deemed necessary to achieve the program objectives for its TRG initiatives and as may be assigned by the Supervisor from time to time, including requested support to NTFP-EP Country Offices.
Provide support to the Community-based Conservation (CBC) and Indigenous Food and Health (IFH) thematic programmes of NTFP-EP Asia supported by various donor projects;

Backstop the Madhu Duniya Secretariat and the network on wild foods, biodiversity and livelihoods on knowledge exchange & capacity building activities, of these networks

Assist in research and review of related literature on CBC and IFH related themes

Write monthly reports and assist in documentation of CBC and IFH meetings and activities

Contribute content on CBC, IFH and its projects for the NTFP-EP’s website, newsletter, &/or social media channels

Attend talks, meetings and webinars related to CBC and IFH

Support coordination with partners & stakeholders of the NTFP-EP network;

THE CONSULTANCY

The objective of this consultancy is to develop a regional situational analysis report on the existing condition of Customary Tenure in the Mekong in relation to FPIC and existing Safeguards. It aims to investigate how FPIC and/or other safeguards are being used as a mechanism to secure Customary Tenure and how its implementation or non-implementation affect or impact customary tenure recognition in the Mekong region. The result of this report will contribute to Output 3.1 of the Regional Customary Tenure Workstream (Review FPIC safeguards implementation on the ground to highlight best practices and synergies with existing policies and legislation) under Outcome 3, and will also feed to the overall Conceptual Framework on Customary Forest Tenure (CFT) recognition under Outcome 1 (Reform actors from the CLMV use strategic analyses of different mechanisms for the recognition of customary tenure across the region to inform and to support policy reform).

A. Background

NTFP-EP is part of a regional alliance that implements a two-year program entitled “Strengthening Regional Mechanisms and Capacities in Engaging, Implementing, and Adopting Customary Tenure (CT) recognition and free, prior and informed consent (FPIC) as safeguards in the Mekong Region.

The project aims to:
(1) review of existing customary and statutory tenure arrangements at the national level, including access and use rights of indigenous and ethnic peoples, local communities, forest dwellers and other forest-dependent communities in the context of food security and traditional livelihood;
(2) raise regional awareness, discuss strategic analyses, policy reform and implement capacity building sessions for both regional and national alliances on Customary tenure and inclusive governance mechanisms; and,
(3) discuss, distill and develop policy recommendations for consideration of relevant regional mechanisms on customary tenure to inform policy development.

NTFP-EP leads the implementation of project Outcomes 2 and 3. Outcome 2 is focused mainly to support the ASEAN Members States in developing an ASEAN Guidelines for Customary Tenure Recognition to support their national policies and legislation, while Outcome 3 pushes for advocating Customary forest tenure safeguards, specifically Free, Prior and Informed Consent (FPIC), at national and the regional levels.

The State of the World’s Forest in 2018 underscored that clear and secure tenure rights are recognized as an important prerequisite for the sustainable management of natural resources. Tenure covers multiple rights, including at a minimum the right to access, the right to make management decisions and the right to withdraw resources from a particular area. Over the past few years, there have been progress in the areas of tenure and safeguards at the ASEAN (regional) level, particularly in the Mekong sub-region. Free, prior, and informed consent (FPIC) provisions under international and national laws, policies and programs have gained strength. Several legal reforms have been proposed, and in part adopted, in recent years on land in the region. Both customary tenure and FPIC have been recognized as key indicators in an important guideline for responsible investment in food agriculture and forestry. 

However, despite these developments, several challenges remain.  For customary forest tenure, access and ownership are still conditional and restricted in several cases in the Mekong region. Land conflicts remain high. Further, cases of encroachments in customary land and forests threaten customary rights and impede on traditional livelihood and customary conservation and resource management practices.

In terms of safeguards, FPIC guidelines have not been developed and institutionalized in several ASEAN countries, and many development projects such as dam construction, mining and agroindustry crops are taking place without the consent of communities. The lack of capacity and awareness by the local communities and indigenous peoples on the international and regional mechanisms that provide safeguards over community rights limit their ability to engage authorities about the adherence to these safeguards.

Building on these gains and recognizing existing challenges, it is vital to continue amplifying the work towards the development, adoption and implementation of customary tenure recognition and the use of safeguards such as FPIC in securing rights over customary forest tenure in the Mekong region through strengthening the policy and practice work (action research, analyses and assessments, capacity building and knowledge exchange) that will deliver increased capacities, key lessons, policy recommendations, and policy guidance in securing customary forest tenure and FPIC as safeguards.

B. Objective

C. Scope of Services

The consultancy will cover the following:

  1. Develop an overall research framework and research plan, that would include key research questions and methodology (including the country case studies), data collection and analytical framework, in line with the Mekong Region Land Governance (MRLG) conceptual framework on customary forest tenure recognition
  2. Assist in developing the terms of reference for the country case studies and support the Program Officer in the selection of country case study researchers;
  3. Implement the approved research plan in coordination with NTFP-EP, country case study researchers, regional and national CT alliance members as needed;
  4. Provide guidance to the country level case study researchers and ensure consistency of the case studies with the overall research and analytical framework on Customary Tenure in the Mekong in relation to FPIC and existing Safeguards.
  5. Undertake regional-level analyses to draft the report, including but not limited regional synthesis, policy brief, and policy and practice recommendations.
  6. Present preliminary findings of the assessment report in an online multi-stakeholder dialogue on customary tenure and FPIC and or relevant regional dialogues that will be organized by NTFP-EP and regional alliance members and partners within the period of the consultancy engagement and integrate important inputs/comments and feedback to improve the report.
  7. Participate in other relevant activities which aims to disseminate the results of the regional situational analysis report.

THE POSITION

The P/MEL Coordinator (PMC) will coordinate the NTFP-EP Asia implementation of the Green Livelihoods Alliance (GLA) programme. S/he will work in close communication with the key representatives of NTFP-EP Asia to the various bodies of the GLA: the supervisory board, the program coordination group (PCG), the country and regional coordination groups, and the cross-cutting working groups (e.g. Gender Hub, Finance Working Group). S/he will represent NTFP-EP Asia in the GLA PMEL Group. S/he will also lead the PMEL development process and coordinate the PMEL activities of NTFP-EP Asia.

QUALIFICATIONS:

  1. At least 7 years experience in program management and/or program monitoring, evaluation and learning work;
  2. At least 5 years work experience with a regional/ international development organization, non-governmental organization or civil society organization;
  3. At least 5 years experience on network coordination, alliance and liaison work;
  4. At least 3 years work experience with supervisory/management functions including managing multi-partner projects;
  5. Database skills desirable;
  6. A university degree in Social Development or any related field; a Masters’ Degree in a related field will be an advantage;
  7. Strong written and verbal communication skills;
  8. Strong interpersonal skills, able to work in a multicultural environment and a team player;

DUTIES AND RESPONSIBILITIES

For the GLA Programme, the PMC coordinates the consolidation of GLA program requirements and workflows most especially the planning, monitoring and evaluation, and cross-thematic learning and exchange processes, consistent with the GLA partnership agreement and that meets the GLA’s Theory of Change and P/MEL needs.

The PMC may undertake its work through use of various program tools as appropriate, such as consultancies, small grants and partnership agreements, training and technical assistance, networking, communication, knowledge management and exchanges.

The PMC will:

  1. Coordinate the GLA regional program, from the preparation of the annual workplans and country partner agreements to the coordination of the monitoring, evaluation and learning activities.
  2. Coordinate with the respective thematic program officers in charge of regional activities within the scope of the NTFP-EP’s GLA plan, and provides support to the regional activities as well as the country partners’ GLA activities.
  3. Backstop the NTFP-EP’s program representative to the PCG and ensures consistent and timely communication flows through the various coordination and working groups in the GLA programme in Southeast Asia.
  4. Coordinate and consolidate the GLA program reporting requirements and ensures timely delivery to Milieu Defensie; as such, shall ensure timely and proactive communication and support to all staff and partners involved with the production of the programme reports.
  5. As a PMEL lead for NTFP Asia, the PMC:
    • Develops and maintains systems to manage baseline data of NTFP EP programmes  that are critical in future project/programme monitoring and evaluation.
    • Contributes in knowledge management and documenting lessons learned to facilitate continuous programme improvement.
    • Provides timely programme analysis to NTFP Asia Management and Board Members for the organizational reporting and continuous improvement of the organisation’s strategic plan.
  6. Provide inputs in the communication and visibility efforts of NTFP-EP’s GLA regional activities in coordination with staff and partners, including but not limited to inputs to publications, films and other educational and promotional materials related to the GLA NTFP-EP regional plan.
  7. Develop other strategic and collaborative proposals with and among partners when and if possible/suitable/appropriate;

THE POSITION

The Finance Coordinator is a senior member of the Asia operations management team who will supervise a team of three staff and coordinate with other finance counterparts, managers and partners in other countries. Duty station is in Quezon City, Philippines with occasional domestic and international travels, once travel restrictions are lifted. Work arrangement during the current pandemic will be work-from-home.

Below are the required qualifications:

  1. Has experience and background in multi-fund/multi-currency financial management, budgeting, monitoring and reporting to donors;
  2. A university degree in Finance or any related field; preferably a Certified Public Accountant (CPA);
  3. At least five years work experience on financial management and supervision or other related field including use and application of QuickBooks accounting system; preferably experience in multiple / foreign fund management;
  4. At least eight years work experience on accounting, financial recording, and other financial systems;

DUTIES AND RESPONSIBILITIES

The Finance Coordinator shall report directly to the Operations Director and lead in the planning, monitoring, managing and reporting on all NTFP-EP Asia funds.

  • Financial Budgeting
  1. Initiates the annual operating budgeting process of NTFP-EP Asia every August for the following year.  This will be in coordination with the Operations Director and Executive Director for the final approval by the Board of Trustees;
  2. Assists in developing operating budgets for the regional program of NTFP-EP Asia in coordination with the Regional Management Team (i.e. Executive Director, Operations Director, Country Facilitators, Operations Director);
  3. Reviews, analyzes, and verifies budgets submitted by country facilitators, program coordinators and staff ensuring balance between project funds and estimated expenses;
  4. Supports in the multiyear budget project projection for NTFP-EP Asia highlighting also recommendations to build up sufficient annual reserves for the organization;
  • Financial Monitoring
  1. Monitors expenditures of all programs and projects based on the submitted budget as well as availability of funds on a monthly basis;
  2. Checks quarterly cash flow projections to ensure that there is enough cash to implement activities;
  3. Certifies accuracy of requests for disbursement, check and journal vouchers, ensures that they are properly documented, and in accordance with approved budget line items;
  4. Certifies accuracy of recorded transactions in the computerized accounting system, ensuring that they are in accordance with approved budget line items;
  5. Checks the monthly financial reports, banks reconciliations, balance sheet reports and project variance reports;
  • Financial Reporting
  1. Generates and analyzes monthly and quarterly consolidated financial statements for NTFP-EP Asia for submission to the Treasurer;
  2. Helps generate and ensure timely submission of accurate financial reports to project funders;
  3. Ensures accounting systems are maintained in accordance with generally accepted accounting principles;
  4. Implements financial controls, policies and procedures, and reports to management any discrepancy, irregularity and errors in financial transactions;
  5. Generates the annual consolidated financial statement of NTFP-EP Asia; ensures the completeness and accuracy of financial documents for presentation to the auditor, and liaises with the auditor on behalf of the NTFP-EP Asia.
  • Financial Management
  1. Ensures that the office complies with government laws including payment of taxes and other government-mandated staff benefits and assists the Finance Assistant in the computation of taxes and benefits;
  2. Ensures that NTFP-EP Asia has tax exempt certification;
  3. Assists in the updating of the finance section of the NTFP-EP Asia Manual of Operations;
  4. Liaises with banks on matters related to the bank accounts of the NTFP-EP Asia;
  5. Acts as the payroll master for the NTFP-EP Asia;
  6. Supervises and provides guidance to the finance staff in the regional office;
  7. Provides guidance and support to finance units in country networks as needed, particularly in the Cambodia branch office, which may include internal audits;
  8. Leads in developing the capacities of the finance staff; and,
  9. Prepares the necessary financial reports for the NTFP-EP Asia Board of Trustees.
  10. Performs other tasks related to his/her job designation as may be assigned by his/her Supervisor from time to time, including requested support to NTFP-EP Country Offices.
